The court refused the company to lease a plot in Sochi without bidding

The Arbitration Court of the Krasnodar Territory supported the position of the Sochi administration and denied Royal Advisers Retail LLC in recognizing as illegal the refusal to lease a plot of more than 2.7 hectares on Plastunskaya Street without auction.

The land was previously allocated to companies for the construction of a trading facility. Later, the project was changed to a shopping and entertainment complex, which was granted a permit in March 2024. However, instead of the building, the developer built only a retaining wall.

After the end of the lease, the company asked to re-provide the site without bidding, citing unfinished construction. The administration refused, since the presence of the relevant real estate object was not confirmed on the territory.

The court agreed with this decision: the retaining wall is not the object of unfinished construction of the shopping complex, the foundation of which was not erected. This was reported by the Director of the legal Department of the administration of Sochi Vyacheslav Guzenko.
