Tomsk region presented a vision of intellectual property
On October 16, Deputy Governor of the Tomsk Region for Scientific and Technological Development Lyudmila Ogorodova spoke at the National Center “Russia” at the XXX International Scientific and Practical Conference of Rospatent “Intellectual Property in the Economy of the Future”

The Vice-Governor presented the report “System Vision of Intellectual Property in the Scientific and Technological Space of the Tomsk Region” and discussed the relationship between the federal and regional agendas of technological sovereignty with the participants.
According to the Federal Institute of Industrial Property, in 2025, Tomics filed more than 500 applications for inventions and utility models - almost a quarter more than a year earlier, and received about 400 patents. According to the coefficient of inventive activity, the Tomsk region ranks first in the Siberian Federal District. About 70% of applications for inventions are submitted by universities and scientific institutes.
The Tomsk region offered Rospatent and the Federal Institute of Industrial Property areas of joint work related to the evaluation of intellectual property objects - from the laboratory to the market, with Tomsk developments as a pilot.
The Deputy Governor noted the importance of training personnel for the industry and proposed to launch in Tomsk the training of patent attorneys and specialists in intellectual property management on the basis of the Big University of Tomsk and centers for supporting technologies and innovations.
In 1993-2025, 28 patent attorneys were registered in the Tomsk region. According to Lyudmila Ogorodova, it is necessary to make personnel training in this industry systematic, and intellectual property should become a real asset for business, not a line in the reporting. The Tomsk region is ready to become a pilot platform for such instruments and share experience with other regions.
