Street trading in the Starobeshevsky district will switch to new rules

In the Starobeshevsky district, the rules for the operation of non-stationary retail facilities (NTO) are changing. As explained in the administration of the municipality, from September 1, 2026 comes into force Federal law No. 14-FZ, which strictly regulates street trade.

Now the placement of any kiosk or pavilion on municipal land is possible only with strict inclusion in the approved scheme. There is a transition period for the owners of existing outlets: they can work under current contracts until January 1, 2028, provided there are no debts. Places for new facilities will be distributed exclusively through bidding at the RTS-Tender site.

From 2028, activities without a new contract will become illegal, and late payments for more than two months in a row will become the basis for termination of the agreement. Also, owners must strictly comply with fire safety regulations and improvement rules.
