Volgograd Charter will be updated under new federal norms
Public hearings on the draft amendments to the Charter of the city were held in the DC of trade unions

According to the press service of the city Duma, the project was developed in pursuance of the federal law of June 26, 2026 No. 186-FZ. It amends a number of regulations, including laws on health protection from tobacco smoke and on the regulation of alcohol trafficking. The amendments are needed to bring municipal regulations in line with federal legislation and create a unified mechanism for implementing new requirements at the city level.
The main amendment concerns paragraph 7 of article 39 of the Charter of Volgograd. Once the amendments come into force, the administration will have additional powers. In particular, it will be able to regulate the retail sale of alcohol, including when providing catering services, and take measures to protect the health of citizens from tobacco smoke and nicotine-containing products.
The document received positive conclusions from the regional Department of the Ministry of Justice, the Chamber of Control and Accounts of Volgograd, the city administration and the legal department of the Duma. Participants in the hearing unanimously supported the draft.
Now the document will be considered by all committees of the city Duma. It will then be placed on the agenda of the next meeting.
