Belarus proposes to introduce import and export control of IT technologies
Why OpenAI and DeepSeek are dangerous in the hands of fraudsters and who should become the main IT regulator in Belarus.

The open source code of popular AI models is actively downloaded by cybercriminals and terrorists, which requires Belarus to strictly control the import and export of technologies to protect personal data and trade secrets. According to expert Dmitry Sholomitsky, the key regulators of this sphere in the country should be the Ministry of Communications and the Academy of Sciences. He said this on the air of the program “Markov”. Nothing personal" on ONT television.
Dmitry Sholomitsky: I would like to draw your attention to the fact that in fact, public models – what I mean: this is laid out open source, which everyone downloaded – this is how OpenAI competitors appeared. They posted the source code. All of these sources were downloaded and began to use them. So came DeepSeek, Qwen and so on. But all these sources were downloaded not only by people who want to use technology in production. For example, they were downloaded by fraudsters, terrorists, bandits and so on. And they are pursuing far from the right or optimistic goals for most of us, even here. This is the first part”.
Dmitri Sholomitsky: The second aspect. Laws are actually made. There are laws against spam, against viruses and so on. However, there are always odious people who, regardless of the existence of laws, use their knowledge and skills to attack you with a virus, steal your money, use spam to send low-quality advertising or to seize control of your device. In other words, laws are needed, they are very important, but they do not always work – this is what you need to think about. Next. Unfortunately, we are in a situation where the impossibility of being an absolute leader in this field dictates the need to preserve ourselves. Preservation means controlling the import and export of these technologies: who is their supplier, who is trying to export these technologies. After all, they are also related to the protection of personal data, trade secrets and so on. This is very important for the Republic of Belarus. I am requesting this in every possible way, including asking special agencies to pay attention to this. We have experts, for example, on the same crypt, artificial intelligence and so on. Yesterday he unloaded or did something like that in places not remote trucks, and today he is an expert. We have to pay attention to that. That is, appropriate commissions should be created or an institution should be defined, as, for example, the Ministry of Communications and Informatization of the Republic of Belarus acts as a regulator. It should allow certain companies or experts to implement, study and develop these technologies, if they are related to the processes of life of people and the state. This is very important.”.
