In Buryatia almost solved the problem of queues in kindergartens – but the Accounts Chamber found violations

The Accounts Chamber of Buryatia considered the report on the results of the creation of new places in preschool educational organizations in 2018-2025. The audit was conducted in parallel with the Accounts Chamber of Russia.

At the beginning of 2018, the availability of preschool education in the republic was 81.5%. The number of children without places in kindergartens reached 12,400 people in 22 municipalities, another need was absent. The implementation of measures was carried out within the framework of the national project “Demography”, the state programs “Development of Education” and “Integrated Development of Rural Territories”, social development plans for the centers of economic growth of the Far Eastern Federal District, the republican program “Development of Education and Science” and agreements with JSC Russian Railways.

The total actual amount of budget funds for these purposes amounted to 13.1 billion rubles. Of these, 9.1 billion (69.85%) – the federal budget, 3.7 billion (28.3%) – the republican, 68.4 million (0.52%) – local budgets, 174.1 million (1.33%) – extrabudgetary funds. 8.2 billion rubles were allocated for construction, 4.9 billion for acquisition. Cash execution was 99.73%, told in the Accounts Chamber of Buryatia.

During the audit period, 46 kindergartens were created for 9,270 places, including 3,689 places for children under three years old. In three municipalities, 18 gardens for 4610 places were purchased, in 11 27 gardens for 4610 places were built, in one a kindergarten for 50 places was reconstructed. The largest number of new places appeared in Ulan-Ude (60% of the total) and Ivolginsky district (17%).

By the beginning of 2026, the queue for kindergartens was reduced to 240 people - 80 in the Ivolginsky district, 85 in Tarbagatai and 75 in Ulan-Ude. The availability of preschool education reached 99.53%, and in some periods - up to 99.99%. With a design capacity of 9,270 seats, the actual workload of 46 gardens is 10,278 people. In 13 institutions, the occupancy exceeds the design one - mainly in microdistricts of mass development of Ulan-Ude, in eight - below the project one, mainly in military camps, the JV RB specified.

47 contracts were signed for the implementation of the activities: 18 for the purchase of gardens and 29 for construction. Savings on bidding amounted to 137 million rubles.

The audit also revealed violations. Of the 29 construction contracts, only three were completed on time. Under one contract, part of the paid work was not confirmed by acceptance certificates, four did not carry out claim work, four contracts are still being executed, two have court decisions - despite the fact that all the built gardens were commissioned and transferred to operational management.

Due to errors in the design documentation, the initial maximum contract price for seven objects was inflated: the difference in the cost of the same equipment between the gardens reaches 1.5-3.4 times. Eight contracts revealed the acceptance of unfulfilled work and defects during warranty operation, five — overestimation of the cost of actually performed work, five — signs of lost landscaping. The Accounts Chamber stressed that some of the violations were eliminated during the inspection. However, the master plans of the six municipalities do not contain information about nine kindergartens.

The design of part of the gardens was carried out with a deviation of the size of the premises from the minimum sanitary standards, and due to changes in standards, some objects were built with a deviation from the project area by more than 5%. The transfer of five out of 46 kindergartens to operational management took from 7 to 16 months.

According to the results of the audit, the Accounts Chamber sent submissions to the Ministry of Construction and Modernization of Buryatia Housing and Utilities, the Capital Construction Administration of the Republic of Belarus, the Ulan-Udestroyzachik Municipality, the administrations of Ivolginsky and Kyakhta districts, as well as a number of municipal institutions of Zakamensky, Jidinsky and Mukhorshibirsky districts. Recommendations were received by the Ministry of Education and the Ministry of Construction of the Republic. The materials were sent to the head of Buryatia, to the People's Hural, the Accounts Chamber of Russia, the Ministry of Finance and the Ministry of Education of the Republic, the Ministry of Construction and the Prosecutor's Office of Buryatia.
