The name of the institute was given in memory of Julia Dombrovskaya, a native of Yelets, an outstanding pediatrician and academician of the Academy of Medical Sciences of the USSR. She graduated from the gymnasium with a gold medal, while studying conducted a study on the pathogens of plague and cholera, published in France. Dombrovskaya dedicated her life to pediatrics, created a scientific school and trained about 40 candidates and doctors of science. She also won the Lenin Prize.
