In Karelia from the former head of the district recovered more than 12 million rubles in the suit of the Prosecutor’s office

The Kostomuksha city court satisfied the claim of the supervisory authority, recovering more than 12 million rubles from the former head of the district Sergey Novgorodov, his relatives and commercial structures controlled by them.

During the inspection, the prosecutor’s office of Karelia revealed a conflict of interest in the actions of the ex-official. In the period from 2022 to 2024, Sergey Novgorodov, occupying the post of head, coordinated the conclusion of contracts with two companies by a subordinate municipal institution. At the same time, the founders and heads of these organizations were his mother and wife, respectively.

The companies were engaged in calculating and accepting payments for heat, as well as collecting receivables from consumers. Services were paid from the budget of the Kostomuksha district, and the total amount of funding exceeded 12 million rubles. As a result, organizations associated with the official’s family received annual property benefits in the form of dividends and commercial profits.

The court decided to recover 12.4 million rubles from the former head of the Kostomuksha municipal district, his mother, wife and these legal entities. The court decisions have entered into legal force, their execution has been put under the control of the prosecutor's office.

It is worth noting that Sergey Novgorodov himself was dismissed in March last year due to a loss of trust due to corruption violations. An attempt to challenge the dismissal through the court was unsuccessful: in July, the Supreme Court of Karelia rejected the appeal of the ex-official and upheld the decision to remove him from office in force.
