In Kostroma began preparation of a project of integrated development of the territory on the passage of Shipbuilders, in the quarter with houses No. 1-19. It plans to resettle residents of 61 families, dismantle old buildings and build three apartment buildings in their place. The project will be implemented by Berendeyev Ponds, which signed an agreement with the city administration in October.
Representatives of the developer and the authorities have already met with the residents and told them about the procedure for resettlement. The owners were offered three options: to get an apartment with the same area and number of rooms, to choose monetary compensation taking into account the market value of real estate, land share and relocation costs or to move to a more spacious housing with a surcharge.
According to the Deputy head of the administration of Kostroma Olga Voronina, the rights of owners are protected by law. New apartments should be in homes with energy efficiency class B, which, according to administration officials, is designed to exclude the provision of outdated or substandard housing.
Now the developer draws up documents on the planning and surveying of the territory, and also collects information about the real estate of each family. This information is necessary for the compilation of a register and the subsequent coordination of resettlement conditions with each owner.
A separate procedure is provided for nine families occupying housing under social contracts. The municipality will provide them with equivalent apartments. If the family is officially recognized as needing improvement of living conditions, living space will be calculated according to the established norm - at least 15 square meters of total area per person.
First of all, the settlement schedule will include houses No. 5 and No. 9, which are in the most unsatisfactory condition. After preparation, the schedule will be published on the official website of the city administration. The exact timing of the release of the remaining buildings will be determined later, when the documents are ready and individual conditions are agreed.
The city authorities intend to monitor the implementation of the project at all stages. Deputy head of administration Roman Mazur said that even during the auction, potential participants were provided with information about the cost of the project and apartments that the developer must transfer to owners and administration. In addition, the company was required to prepare a detailed work plan in a short time and provided for penalties for violation of the conditions.
The agreement of integrated development of the territory is designed for seven years. In addition to three apartment buildings, the developer must create the necessary transport and engineering infrastructure. This approach corresponds to the position of Governor Sergey Sitnikov, who has repeatedly stated the need to develop communal and social infrastructure together with residential development.
