In the Krasnodar Territory at an extraordinary session of the ZSK approved 17 federal bills

At the extraordinary 88th session of the ZSK, 17 federal bills were supported in absentia. Among them are amendments to codes and initiatives on silence, which, according to Yuri Burlachko, directly affect the interests of the Krasnodar Territory.

Kuban legislators considered 17 bills. They supported amendments to the Labor, Budget, Housing, Tax and Town Planning Codes of the Russian Federation, as well as to the federal laws on the development of agriculture, on the circulation of agricultural land, on the Fund for Assistance to the Reform of Housing and Utilities, on the safe handling of pesticides and agrochemicals, on seed production and on subsoil.

In addition, the deputies approved bills on the expected period of payment of funded pension for 2027, on the tax on superincomes and on the features of the budget execution of the budget system of the Russian Federation in 2027.

ZSK Chairman Yuri Burlachko noted that almost all initiatives directly affect the interests of the Krasnodar Territory. According to him, some of the proposals are aimed at further development of the agricultural industry, and amendments to the labor, budget and tax codes, as well as to the laws governing the housing and communal services sector, will allow to quickly adapt the regulatory framework to the current conditions.

Burlachko separately dwelled on the project, which, if it becomes a federal law, can increase the comfort of living. We are talking about the establishment of a single minimum limit on the implementation from 22:00 to 08:00 works that create noise in residential premises.

It is proposed to extend this restriction not only to construction and repair, including capital, but also to actions on construction sites near houses, to work on the maintenance of common property and improvement of local areas.

Burlachko recalled that in October 2025, changes were made to the “law on silence” in the region, and the amendments came into force from March this year. He said that this regulation clearly outlined the position of the authorities in terms of respecting the legitimate rights of people to peace and quiet.

According to him, the federal initiative expands the list of sources of noise that violate these rights and provides additional opportunities to regulate the situation. As an example, he cited the noise of a drill at a neighbor and the sound of a chainsaw in the yard near the house, noting that in both cases the calm will be disturbed.

Burlachko concluded that if approved, the initiative of colleagues from the state Duma will be another step towards a comprehensive solution to the problem of noise in the off hours.

Earlier we said that at the glider meeting of the ZSK discussed the protection of cultural heritage sites.
