In Crimea approved subsidies for payment of downtime of employees
The government of the Republic of Crimea approved the procedure for granting subsidies to employers for partial compensation for employees’ downtime during an emergency

The Government of the Republic of Crimea has approved the procedure for granting subsidies to employers for partial compensation for employees’ downtime during an emergency. This was reported in his channel in the messenger “Max” by the head of the Crimea Sergey Aksyonov.
The amount of compensation is limited to two-thirds of the average salary and is calculated in proportion to the time worked. Both organizations and individual entrepreneurs registered in Crimea can apply for a subsidy.
One of the mandatory conditions is the timely notification of the employment service about the introduction of a downtime or suspension of production – this must be done through the Unified Digital Platform “Work in Russia”.
Reimbursement will be made on the basis of documents confirming the actually incurred costs. To receive a subsidy, the employer must pass selection in the "Electronic budget" system.
“In the next two weeks, the Ministry of Labor and Social Protection of the Republic of Crimea will organize seminars for employers with an explanation of the provisions of the procedure for granting subsidies,” Aksyonov wrote.
Recall that in July, the head of the republic, Sergey Aksyonov, reported that employees of enterprises temporarily brought to the downtime will be paid two-thirds of the average salary. At the same time, it was noted that the measure was agreed with the Ministry of Labor of the Russian Federation, and additional support for entrepreneurs is being discussed at the federal level.
In addition, in July 2026, a set of regional business support measures was introduced in Crimea in connection with the state of emergency. The package included a 75% reduction in rent for the republican property, deferred payments for land and preferential microloans for entrepreneurs.
Later, these measures were expanded: the deferment of land lease was extended until November 1, with the possibility of repayment until December 20, 2026.
