In Minsk, activists exchanged experience in crime prevention

City seminar on the exchange of experience of subjects of prevention was held in the building of the traffic police Department of the Mingorispolkom on October 16, the correspondent of the agency “Minsk-Novosti”. The theme of the meeting was to increase the effectiveness of the activities of the subjects of prevention in the framework of the activities of the councils of public points of law enforcement (OBOR) and voluntary squads of the capital.

The hall was attended by heads of departments of ideological work, culture and youth affairs of district administrations, employees of district administrations coordinating the activities of OBOR councils, employees of the Ministry of Internal Affairs, the Ministry of Emergency Situations, chairmen of OBOR councils, as well as commanders of territorial voluntary squads.

Minsk is the largest industrial, scientific, cultural center of our country, said Anna Koronevskaya, First Deputy Head of the Main Directorate for Ideological Work and Youth Affairs of the Minsk City Executive Committee. Security issues in the capital are given special attention. In the city, in particular, a clear system of crime prevention has been built, where a special place is given to the activities of the BRI councils.

Further on the organization of work on the prevention of cybercrime among vulnerable segments of the population, the seminar participants were told in detail by the head of the department for combating cybercrime of the criminal police of the Ministry of Internal Affairs Konstantin Shevtsov. According to the speaker, if five or six years ago the average age of a cybercriminal was 40-45 years, today it has decreased by 14-20 years.

- We also do not forget about the work of criminal and fraudulent call centers, from which our citizens call every day, Shevtsov said. If earlier mainly calls were received under the pretext of extending a bank card, re-issuing a mobile service, a SIM card, replacing an intercom, now attackers are reaching a new level using artificial intelligence. At the moment, the number of such crimes has multiplied. In this regard, we all need to be as vigilant as possible. If necessary, you can contact law enforcement agencies, including by calling 102.

Further, the experience of organizing work with colleagues was shared by the Chairman of the Board of BRI No. 409 of the October district of Minsk Dmitry Malets. According to him, during the nine months of 2026, the councils of public police stations of the Oktyabrsky district conducted preventive conversations with 216 citizens in order to explain the public danger of illegal activities. Of these, 80 people were considered for violation of anti-alcohol legislation and alcohol abuse. Members of the OBOR, together with the police and ROCHS, visited citizens who had previously committed domestic violence and other illegal acts, families where children were in a socially dangerous situation.

On the topic of organizing the activities of subjects of prevention to prevent offenses that contribute to the death of people from external causes in the housing stock, senior engineer of the department of supervision and prevention of the Minsk City Emergencies Department Ilya Yermoshkin spoke.

The Secretary of the Council of OBOR No. 907 of the Central District of Minsk Elena Poluyan reported in detail about the features of the organization and conduct of office work in the OBOR Council.

At the end of the seminar, Natalia Kolpakova, Senior Assistant Prosecutor of Minsk for Supervision of the Implementation of Legislation on the Prevention of Crimes and Other Offences, spoke.
