In the Moscow region decided how to deal with vapes

In the walls of the Moscow regional Duma became really hot. There was a round table dedicated to one of the most pressing problems of our time: the circulation of electronic cigarettes. All those who are able to influence this problem gathered in the hall: deputies, supervisory bodies, businessmen and even worried parents.

License - panacea or Filkina diploma?

The meeting was moderated by the Vice-Speaker of the Mosoblduma Linar Samedinova. She immediately set the tone: they say, you need to act together with Moscow, so that it does not turn out that in one region banned, and in the neighboring — sell at every corner.

The main “carrot” from federal lawmakers was licensing. From October 1, 2026, Rosalkogoltabakcontrol will take over wholesale, and regions will take over retail. The sale without the coveted paper from March 1, 2027 will be punishable by law. The system should become transparent, as in the alcohol industry.

However, the Duma expressed the opinion that licenses alone are not enough. Licensing allows you to customize the system by analogy with the alcohol industry, which has been transparent for many years. But if we want to protect children and young people from harm, this may not be enough, said Alexander Tolmachev, Chairman of the Committee on Budget, Financial, Economic Policy, Investment Activities and Entrepreneurship. And if we are talking about a ban on sales, we must understand that other regions of the Central Federal District, as well as Moscow, are very close to us, and in general, it is not a problem for children to buy this kind of product today. And I believe that we should choose the option that will respond to people’s requests and bring real benefits to society.” The choice, he said, is tough: either a total ban or a functioning control system.

Perfume with a scab effect

Perhaps the most terrible moment was the speech of the representative of Rospotrebnadzor Nadezhda Raeva. She did not speak in general phrases, but simply read the composition of what teenagers breathe. “Rospotrebnadzor supports any restrictions,” said Raeva. But we urgently need to change GOST and force to write the composition on the labels.

The medics also grabbed his head. The chief narcologist of the region Vitaly Holdin gave terrible statistics: chronic obstructive pulmonary disease, which used to be the lot of the elderly, is now rapidly “younger”. Doctors support the ban on the sale, but understand that they can not cope alone.

The War on the Gray Market and School Dots

While some discussed health, others counted losses. The representative of large retail Ivan Filonenko honestly admitted: white business is choking from competition with “gray” sellers.

- We lose a buyer who goes to incomprehensible sites, he lamented. If you impose a ban, give us a transition period to sell the goods already purchased.

But the publicist Nikolai Khanin pointed to the blatant insolence of vape shops. By law, it is 100 meters from schools, but in fact in the region more than two thousand points spit on these rules. Municipalities were offered to draw clear boundaries of “no-go zones”, and ideally – to ban the import of these products together with Moscow.

Representatives of the “Healthy Fatherland” added fuel to the fire, telling about the raids on 83 points: violations were found almost everywhere – open display, problems with marking, lack of documents.

Following the round table, parliamentarians promised to prepare a specific set of proposals for the relevant committee.
