In the Orel region in the “Island of childhood” revealed massive violations in the purchase of mattresses. The check took place in Bolkhov. Experts analyzed procurement for the period from January 1, 2025 to May 31, 2026.

As follows from the report of the Main Control Department of the Governor of the Oryol region on the planned on-site inspection of the state institution “Center for Assistance to Children Left Without Parental Care of Childhood Island”. Most of the violations identified are related to the justification of the initial maximum contract price (IMCC).

The report says that when purchasing mattresses, the price was formed without requesting proposals from manufacturers and without taking into account commercial and financial conditions. All this does not meet the requirements of the 44-Federal Law and the Decree of the Government of the Russian Federation. Also, the auditors recorded violations in terms of payment for the delivered goods and services. In one case, the equipment was accepted without confirmation of compliance with the technical regulations of the Customs Union, and in many cases, goods and services, including residential modules "Kitchen", furniture, equipment were accepted without electronic signatures of all members of the admission committee. This is contrary to both federal law and the institution's internal orders.

According to the results of the audit, the state institution “Center for Assistance to Children Left Without Parental Care “Island of Childhood” was issued a submission. A copy of the document was sent to the Department of Social Protection and the Prosecutor’s Office of the Orel region.

In order for violations to be corrected, specialists of relevant departments will monitor.
