According to 1pnz, both are suspected of bribery under article 291 of the criminal code.

Ivan Nikolaev until December 2025 served as the head of Penzgorstroyzacuschik JSC. He left the post of his own accord. Ivan Nikolaev is an acting deputy of the Legislative Assembly of the Penza region of the seventh convocation.
In September 2024, Denis Sobolev became chairman of the Penza City Duma. He retired on February 27, 2026.
