Governor Mikhail Evraev submitted to the Yaroslavl Regional Duma a bill providing for the inclusion of one of the regional ministers in the regional government without combining the post with the post of Deputy Prime Minister.
Now the regional government includes the governor, vice-governors, deputy prime ministers and deputy head of the regional administration. Some vice-presidents simultaneously lead ministries. The new bill assumes that a minister who does not hold the post of deputy chairman can become a member of the government. Which office will be represented in this way, the document is not specified.
It is also proposed to assign this position the status of the state. This provides for special pay conditions and longer leave.
In the explanatory note, the need for changes is explained by bringing regional legislation in line with the list of standard state positions of the constituent entities of Russia, approved by the presidential decree. According to the developers, additional expenses of the regional budget for the implementation of the initiative will not be required.
