Specialists of the Rosreestr Department in the Chuvash Republic responded to one of the frequent appeals of citizens - about registering non-residential buildings used as summer houses, and about the procedure for their registration.
As explained by the head of the department of registration of non-residential real estate Olga Ieronova, first you need to determine whether the building has the signs of a real estate object. If it does not meet the criteria, cadastral accounting and registration of ownership are not required.
The key criterion is a strong connection to the ground: the object cannot be moved without disproportionate damage. It is impossible to move a capital house, and a dwelling or container in some cases can be transported without critical consequences. If the summer house meets the signs of real estate, its design in Rosreestr is possible.
The type of permitted use of the site is also important. If the land is intended for personal subsidiary farming, housing or gardening, accounting and registration are carried out on the basis of a technical plan and a title document for the land. The technical plan is prepared by the cadastral engineer, after which the documents are submitted to Rosreestr through the MFC.
State registration of rights and information in the USRN is the only official confirmation of ownership of real estate. Only after registration, the owner can fully dispose of the object - sell, give, bequeath, lease or pledge.
