In Russia, proposed to increase the minimum exam points for admission to universities

In Russia, the minimum scores of the Unified State Exam required for admission to universities can be increased. The Federation Council recommended Rosobrnadzor to consider the possibility of increasing the threshold for applicants.

The proposal applies to all higher education institutions of the country, including public and private, regardless of their departmental affiliation. The corresponding initiative is contained in the draft resolution of the upper house of parliament.

According to the document, Rosobrnadzor is invited to assess the feasibility of increasing the minimum number of USE points for admission to bachelor’s and specialty programs.

The new requirements, if adopted, will apply not only to universities subordinated to the Ministry of Science and Higher Education, but also to educational institutions of other departments, as well as private universities.

The specific values of the new thresholds have not yet been determined. It is a recommendation to explore the possibility of change, not a decision already taken.

Earlier, the Ministry of Education and Science prepared a draft order establishing the minimum results of the exam for admission to subordinate universities for the 2027/28 academic year.

According to the document, applicants must score at least 40 points in Russian language, profile mathematics, history, foreign language, literature, biology, geography and chemistry.

For physics, it is proposed to keep the threshold of 41 points, for social science - 45 points, for computer science - 46 points. These values correspond to the requirements in force when entering in 2026.

In addition, the Ministry of education proposed to change certain rules for admission to universities from 2027. In particular, applicants plan to accrue additional points for high results of the exam in subjects that were not used in the main entrance competition.

It is also proposed to limit the five directions of the master’s degree, for which an applicant can simultaneously apply at one university.
