In school forced to take the GTO: popularization of sports or violation

According to some pupils and parents, students did not have physical education lessons for the entire first quarter due to the absence of a teacher. At the end of the quarter, the school leadership suddenly “in an ultimatum form” demanded that everyone pass the GTO standards, threatening deuces and, in case of refusal, non-certification for “physique”.

Later, the information was denied at the level of the city hall of Yekaterinburg. “No disciplinary measures or threats of decline have been applied or planned to students who have refused. Participation in such events is a personal choice of the student and his legal representatives, the mayor’s office said.

The city's education department also called the complaint to the Safe Internet League unreliable. Officials stressed that the teachers were exclusively explanatory work on the benefits of physical education and the benefits of the GTO sign. And then it turned out that we are talking about the usual standards “Ready for Labor and Defense”, and the festival of GTO and sports, which takes place in the region.

Who is right, who is to blame, can hardly be proved. But one thing is clear: in whatever form historical standards that test the level of athletic training, agility and endurance among students are positioned, they definitely cannot be mandatory for everyone. And "do" academic performance in physical culture. Which in Russia in the list of compulsory subjects from 1 to 11 classes.

The idea of school physical education and GTO is actively supported by the President. In confirmation of this - Putin's decree of 24.03.2014 "On the All-Russian sports complex "Ready for Labor and Defense" (GTO)". However, the decree establishes the voluntary nature of the delivery of standards.

The Law "On Education in the Russian Federation" in Art. 28 refers the issues of current control and certification in physical education to the competence of the school itself. However, the legislation does not establish requirements for mandatory delivery of the TRP by all students, therefore, non-compliance with the standards cannot be the basis for an unsatisfactory assessment. There are also various departmental orders, joint intersectoral programs, methodological recommendations from the Ministry of Sport and the Ministry of Education. And there again, "everything is voluntary.".

And there are local acts of the school: the charter, internal rules, etc. In these legal documents, the school can independently fix how the results of the TRP will be taken into account in the current monitoring of physical education performance (for example, what is needed to give an “excellent” grade).

But even despite the fact that in the latest recommendations, the GTO complex is again linked not only with sports, but also with education (through the development of discipline, will and determination), it is illegal to force everyone to pass standards in a row.
