The All-Russian tariff conference was held in Sochi, bringing together more than 600 specialists from more than 80 regions of Russia. The participants of the event were representatives of state authorities, resource supplying organizations, business, the scientific community and housing and communal services. One of the central topics of discussion was the preparations for the tariff campaign of 2027.
During the conference, experts considered the prospects for regulating electricity and gas supply tariffs, attracting investment in municipal infrastructure and introducing digital technologies in housing and communal services. Special attention was paid to the formation of an effective model of state property management and the development of mechanisms for financing infrastructure projects.
According to Yevgeny Pergun, Vice-Governor of the Krasnodar Territory, one of the priorities of the regional policy is to increase investment in infrastructure. In 2026, more than 25 billion rubles are provided for the relevant purposes within the framework of regulated tariffs. Of this amount, more than 14.5 billion rubles were allocated for the construction and reconstruction of electric power facilities.
The development of energy and utilities infrastructure is of particular importance for the Krasnodar Territory, where the growth of housing construction and tourist activity forms an additional burden on engineering networks. Issues of modernization of the municipal complex are also relevant for Sochi, since the reliability of resource supply affects the quality of life of the population and the work of resort facilities.
The All-Russian tariff conference has been held annually since 2015. Its creation was associated with changes in the system of state regulation of tariffs and the transfer of relevant powers to the Federal Antimonopoly Service of Russia. Over the past years, the event has become a platform for discussing industry decisions, investment policy and preparing tariff regulation for subsequent periods.
