In the Tambov regional Duma discussed the effectiveness of housing programs for orphans

Under the chairmanship of Yuri Pluzhnikov, a meeting of the Committee on Budget, Taxes and Finance was held. It was attended by Chairman of the Tambov Regional Duma Alexei Pozdnyakov, First Deputy Chairman Galina Shemanayeva and Deputy Chairman Ivan Boldyrev.

The deputies heard the report of the Chamber of Control and Accounts of the Tambov region on the results of checking the targeted and effective use of the regional budget funds allocated for the implementation of the regional project “Providing housing for orphans and children left without parental care” within the framework of the state program “Providing affordable and comfortable housing and utilities for the population of the region”.

Financing of the program in 2024-2025 amounted to more than 1.4 billion rubles. During this period, 230 apartments were purchased and 161 certificates were sold. However, as a result of the monitoring event, a set of interrelated problems was identified. During the discussion, a number of issues related to reducing the queue and waiting times for housing for orphans, as well as improving the effectiveness of the program, were asked by the Chairman of the Committee Yuri Pluzhnikov, First Deputy Chairman of the Regional Duma Galina Shemanayeva, deputies Ekaterina Ivanova and Alexey Kochetkov.

The parliamentarians also considered the proposal of the Chamber of Control and Accounts to amend the regional legislation in terms of providing orphans and children left without parental care with the right to choose the place of housing. Following the discussion, the committee decided to create a working group on this issue from representatives of executive and legislative authorities.

In addition, the committee considered the report on the results of the control event “Audit of the effectiveness of the use of budgetary funds and state property within the framework of the implementation by the forestry department of the Tambov region of the state program “Development of forestry of the Tambov region””. The auditor drew attention to the violations identified, which have already been eliminated by the relevant departments. Deputy Ekaterina Ivanova proposed to conduct thematic training events based on the results of the inspections.

At the end of the meeting, the committee considered organizational issues and approved the work plan for November of this year.
