In Tula JSC "KMZ" received new warnings for air and water pollution

The reason for the inspection of the Tula enterprise in April was the long-term emissions of pollutants into the atmospheric air in the absence of a comprehensive environmental permit.

From the inspection materials on the site "Kontur.Focus" you can learn that JSC "KMZ" belongs to the objects of category I negative impact on the environment (high risk category). By law, such facilities were required to receive CER until January 1, 2025. At the time of the inspection, the plant did not have such permission.

Before that, Rosprirodnadzor specialists conducted several scheduled and unscheduled on-site inspections in July 2025, November 2025 and March 2026. Specialists together with CLATI employees in the Tula region selected samples of industrial emissions.

The studies recorded emissions of carbon monoxide, nitrogen oxides, nitrogen dioxide, compounds of manganese, iron, dust and other substances from sources No. 0006 (domain furnace No. 2), No. 0052 (casting site) and a number of others.

The company warned that the plant continues to work with pollutant emissions without the necessary permission. Rosprirodnadzor then conducted a procedure for calculating the amount of harm caused to atmospheric air.

After completion of the calculation, the company had to send a claim for voluntary compensation for harm. Whether this was done is not yet clear, and the amount of calculated harm is unknown.

Two more inspections of KMZ JSC by Prioksky Rosprirodnadzor were conducted in March and July of this year. The object of negative impact on the environment was at the address - Tula, the village of Kosaya Gora, Orel highway, 4.

Specialists of Rosprirodnadzor together with employees of CLATI in the Tula region again selected samples of wastewater from the release of the enterprise into the Voronka River. These studies again showed the presence in the discharges of suspended substances, nickel, calcium, chlorides, sulfate ions, ammonium ions, nitrate ions, petroleum products, total iron, phosphorus phosphates and increased BOD.

According to the results of these inspections in August, the Prioksky interregional department of Rosprirodnadzor issued another warning. The supervisory authority also began the procedure for calculating the amount of damage caused to soils as an object of environmental protection due to violation of environmental legislation, the amount of damage caused is also not yet clear.

Similar claims against JSC "KMZ" were previously associated with idle city treatment plants in the village of Kosaya Gora.

[Another inspection of the activities of KMZ JSC by Prioksky Rosprirodnadzor was conducted in October. The reason was the information on the part of the enterprise about blowing and start-up after a long stop blast furnaces No. 2 and No. 3.

The plant said that it is expected to work “on candles”, which is accompanied by emissions of pollutants into the atmospheric air. For this violation, the plant eventually received another warning.

Apparently, the result of all these inspections will be new claims filed in the Arbitration Court of the Tula region against the plant by the supervisory authority.

We will remind, as previously wrote “MK in Tula”, JSC “KMZ” and the Prioksky Department of Rosprirodnadzor in the Arbitration Court of the Tula region until recently there were many trials, some of which started in February 2024.

If you look at the courts, where the plaintiff is the plant, you will see that JSC “KMZ” challenged many of the regulations issued by Rosprirodnadzor in March, July, November 2024, as well as the regulations that were issued by the supervisory authority in February and March 2025 and later. Some of the ships the plant managed to win and reduce the amount of fines, some - no.

Prioksky Rosprirodnadzor, for its part, sought to impose millions of fines on the plant for systematic pollution of the Voronka River and air pollution.
