On Thursday, October 22, the Minister of Tourism of the Tula region Elena Martynova discussed with representatives of agribusiness and the tourism industry the prospects of agrotourism. At a business breakfast, she told what opportunities for state support are available to entrepreneurs and what difficulties they face when launching projects, shared details with MK in Tula in the press service of the Ministry of Tourism.
According to Martynova, now agrotourism in the region is most often represented by excursions to farms, communication with animals and seasonal entertainment. At the same time, there are no uniform approaches to the definition of this type of activity. In the Ministry of Agriculture, agrotourism is associated with agricultural producers who additionally accept tourists, and in the tourism industry, projects that offer guests recreation in nature are also included to it.
One of the support options is grants from the Ministry of Agriculture of Russia for agricultural producers who want to supplement their main activities with tourist services. The grant size is from 3 to 10 million rubles. Recipients need to invest their own funds: for example, with a project budget of 10 million rubles, the share of co-financing will be 25%.
The national project “Tourism and Hospitality” also provides support for the construction of modular hotels. In this program, the costs are divided equally between the state and the applicant: 1.5 million rubles each. At the same time, improvement of the territory and the creation of infrastructure are not included in the subsidy.
Separate measures are provided for campsites and tourist infrastructure, including tents and hemispheres. Modular houses with a roof fall into a different category and are subject to different support conditions.
The Minister paid special attention to the status of the land. To receive state support, he must relate to recreational areas or allow hotel activities. If the purpose of the land is not suitable, it will have to be changed. This is the first time this year that businesses will face technical challenges.
Funding for a number of programs is provided for 2027. In addition to participation in the main competition, entrepreneurs can count on funds released after the redistribution of balances from projects that could not be implemented. At the same time, documents should be prepared in advance: the process takes time and careful study.
Martynova noted that agrotourism remains promising, but the regulatory regulation of the direction is still ambiguous. The Minister expressed hope that new entrepreneurs will join the development of the tourism industry in the region.
Earlier, “MK in Tula” wrote that the Governor Dmitry Milyaev reported an increase in the tourist flow to the Tula region to 2 million people a year. In six years, the number of tourists visiting the region annually has doubled. In addition, in the first eight months of 2026, the number of tourist trips increased by another 14%.
