In the Tula region reduced the time of establishment of servitude on state lands

The Ministry of Property and Land Relations of the Tula region has made changes to the administrative regulations for the provision of state services “Establishment of easement (public easement) in respect of a land plot that is in state ownership”. The corresponding order of October 13, 2026 was signed by Deputy Minister Olga Astakhova.

The terms of service are now as follows. No more than 20 calendar days - when establishing a public easement; no more than 20 calendar days - when establishing an ordinary easement on the state land plot; no more than 30 calendar days - when establishing a public easement for the purposes provided for in subparagraphs 1, 2, 4, 4.1 and 5 of Article 39.37 of the Land Code of the Russian Federation; no more than 20 calendar days - for the purposes specified in subparagraphs 3 and 6 of the same article. The term is considered from the date of registration of the application and documents, regardless of the method of filing.

In addition, the grounds for refusing to accept applications for both ordinary easement (based on an agreement) and public easement have been updated. Among them is the filing of an application to an unauthorized body, the appeal of an improper person, an incomplete set of documents, the inconsistency of the application with the requirements of the Land Code.

An official within 5 working days after registration of the application sends requests: (a) to Rosreestr - an extract from the USRN; (b) to the Federal Tax Service - extracts from the USRLE and USRIP; (c) to the regional information system - information about the applicant from the unified federal register of population information.

The decision to provide the service or to refuse is made within a period of no more than 1 working day from the date of receipt of all necessary information.

Also, the new edition contains annexes to the regulations - lists of documents, identifiers of categories of applicants and the form of application for the conclusion of an agreement on the establishment of easement.
