On October 23, Deputy Chairman of the State Duma Vladimir Vasiliev held a round table in Tver on the preparation of a bill to ban the sale of vapes in the Tver region

On October 23, Deputy Chairman of the State Duma Vladimir Vasiliev held a round table in Tver on the preparation of a bill to ban the sale of vapes in the Tver region.
The discussion was attended by deputies of the regional Legislative Assembly, the Tver City Duma, representatives of the medical community, the media, sports and veteran organizations.
Vladimir Vasilev noted that for a number of years the State Duma has created a legislative framework to solve the problem of combating vapes. In 2020, a law was passed banning the sale of hookahs, vapes and other devices for smoking to minors. In the spring of 2023, a ban was imposed on retail trade at fairs and online stores, and in ordinary retail outlets, smoking goods must be hidden from the storefront.
In June this year, the State Duma unanimously adopted a law on the right of regions to introduce a ban on the retail sale of vapes and liquids to them, as well as other electronic nicotine delivery systems.
The experimental regime will operate for five years - from March 1, 2027 to March 1, 2032. The law was signed by the President on June 26, 2026 and entered into force on October 1. As noted by the Chairman of the State Duma Vyacheslav Volodin, now the topic of banning vapes should be on the priority agenda of regional legislators.
“Today law enforcement officers, doctors, teachers, athletes, active people gathered in Tver and discussed this topic together. Vapes increase nicotine dependence, have toxic, carcinogenic and mutagenic properties, negatively affect the reproductive health of people, Vasiliev said, calling the spread of vapes a form of hidden genocide.
The parliamentarian noted that he considers effective the way of legislative experiments, including with regard to the problem of vapes.
“In five years, we will see the results. Medicine will see, pedagogy will feel, every family too. But this presupposes the participation of all those whom I named, we will have to work together, the deputy said.
Currently, the retail sale of vapes is legally prohibited Perm and Trans-Baikal Territory, Nizhny Novgorod, Penza, Saratov, Ryazan regions, the Republic of North Ossetia - Alania, the Republic of Udmurtia, the Republic of Sakha (Yakutia), Nenets Autonomous Okrug. In St. Petersburg, a bill on a five-year ban on vaping was submitted to the Legislative Assembly on October 19. Draft laws have been prepared in the Republic of Komi, the Primorsky Territory, development is underway in the Vologda region, the Krasnodar Territory, the position of parliaments in Kamchatka and Sakhalin is being developed. Yesterday, October 22, the topic was discussed at a round table in the Moscow Regional Duma.
We also have work in the Tver region, now the bill is in the Legislative Assembly. We are confident that a decision will be made in the near future, Vladimir Vasiliev believes.
The participants of the round table agreed, while the regional bill is being prepared, to create a working group that will make proposals to promote a healthy lifestyle and combat vaping in educational institutions of the region and the media.
