In the Ulyanovsk region, more than 560 million rubles were allocated for rehabilitation funds for the disabled

Since the beginning of 2026, residents of the Ulyanovsk region with disabilities have purchased almost 600 thousand technical means of rehabilitation using electronic certificates. To provide citizens with the necessary products, the regional branch of the Social Fund of Russia sent more than 560 million rubles.

For ten months of 2026, the Social Fund branch in the Ulyanovsk region issued about 17 thousand electronic certificates to citizens with disabilities. This method of state support allows you to independently choose and purchase technical means of rehabilitation without the need to pay their full cost in advance.

With the help of certificates, residents of the region have already received almost 600 thousand necessary products. The total amount of funds allocated for these purposes exceeded 560 million rubles.

The electronic certificate is intended for the acquisition of technical means of rehabilitation provided for by the individual rehabilitation and habilitation program (IPRA). At the same time, a citizen can independently choose a suitable product and a seller.

A prerequisite for obtaining such support is the availability of a bank card of the national payment system "Mir". This is where the electronic certificate is attached.

For registration, you must submit an application through the portal "State Services" or contact the client service of the branch of the Social Fund of Russia in the Ulyanovsk region.

If a person is recommended several types of technical means of rehabilitation, they can be indicated in one application. This allows you to design the necessary products without submitting individual appeals for each type of product.

The decision to issue a certificate is made within two working days after receipt of the application.

You can purchase technical means of rehabilitation both in specialized retail outlets and through the Internet. In particular, the possibility of payment with an electronic certificate is provided on the Ozon marketplace and in some other online stores.

When buying remotely, citizens can order the delivery of the product to the point of issue. Individual sellers also offer the possibility of purchasing goods with a departure to the house by prior agreement.

If the cost of the chosen means of rehabilitation exceeds the amount provided for by the certificate, the buyer has the right to pay the difference independently. To do this, the necessary amount must be on the Mir bank card.

The regional branch of the Social Fund reminds that electronic certificates allow citizens with disabilities to quickly receive recommended products and independently determine the most convenient way of buying.
