In the Voronezh region sharply increased fines for violations of improvement

Deputies of the Voronezh Regional Duma at a meeting on Thursday, October 22, adopted amendments to the regional law on administrative offenses. The changes concern the tightening of responsibility for non-compliance with the rules of improvement. The meeting was held by the chairman of the regional Duma Yuri Matuzov.

According to the Speaker of Parliament, the sanctions have not been revised since 2012 and no longer correspond to the real level of damage. Matuzov called the new measures not punitive, but stimulating – they should encourage citizens and organizations to maintain order in the courts, streets and settlements of the region.

How the amounts have changed:

For violations of the rules for the maintenance of territories, citizens will now have to pay from 2 to 4 thousand rubles (previously 1.5-3 thousand). Officials face a fine from 10 to 25 thousand rubles (was 3-5.5 thousand), legal entities - from 50 to 150 thousand rubles (was 5-25,000).

In case of repeated violation, citizens will pay a fixed 5 thousand rubles, officials - from 25 to 50 thousand rubles, organizations - from 150 to 300 thousand rubles.

Similar increases are provided for violation of the rules of improvement of the territory of municipalities. For citizens, the fine will increase from 1-3 thousand to 2-4 thousand rubles, for officials - from 3-5 thousand to 10-25,000 rubles, for legal entities - from 5-25,000 to 50-150 thousand rubles. In case of repeated violation, citizens will face a fixed fine of 5 thousand rubles, officials - 25-50,000 rubles, legal entities - 150-300 thousand rubles.

Separately, the responsibility for unauthorized dismantling, destruction or installation of improvement facilities, as well as for the operation of illegally installed facilities, has been tightened. For legal entities, the fine will increase from 50-100 thousand to 50-150 thousand rubles. For repeated violation, citizens will face 5 thousand rubles, officials - 25-50,000 rubles, legal entities - 150-300 thousand rubles.

Consider such cases and draw up protocols will be the Specialized Operational Service for Management of Affairs of the Voronezh region.

Chairman of the Regional Duma Committee on State Policy, Local Self-Government and Regulations Artem Zubkov explained to journalists in comments that work on improving the appearance of settlements has been carried out jointly with the regional government since January. The established specialized organization has already accumulated its first experience. According to the deputy, for individuals, the increase is insignificant, first of all, prevention, while for legal entities, sanctions are stricter, since the maintenance of territories is their direct duty.

Most often in the region, parking on lawns and unharvested areas near residential yards and municipal institutions are recorded. At the same time, the penalty for parking on lawns under the adopted amendments remained the same.

In preparing the bill, the experience of other subjects of the Russian Federation with higher fines was taken into account. As examples, the Yaroslavl region (for legal entities - up to 210 thousand rubles, with repeated violation - up to 420 thousand), Vladimir (up to 200 thousand when repeated), Belgorod (150-220 thousand), Krasnodar Territory (200 thousand for legal entities) and Moscow (up to 500 thousand for not cleaning roofs).

Earlier, the city Duma of Voronezh approved the procedure for disposing of the trunks of trees felled on municipal plots: land users will either buy the wood at an estimated cost, or ensure its storage before sale through competitive procedures.
