In Vladimir broke the auction for 12.5 million for the Christmas tree
The main Christmas tree of Vladimir on Cathedral Square this year may not have time

Vladimir’s main tree on Cathedral Square may not have time this year. The purchase worth 12.52 million rubles was “frozen” after the complaint of the local IP.
Businessman Yevgeny Melnichkin made claims not to the price itself, but to the method of determining it. The city hall announced an open competition, but the entrepreneur demands an electronic auction. The difference is that at the auction participants compete only at the price, which usually allows the budget to save, and the competition also takes into account the qualifications.
The essence of the claim lies in the code of the OKPD 2. Authorities classified spruce and garlands as "Facilities and facilities for recreation." The IP claims that this is done specifically to get away from the auction, since there are more stringent codes for artificial firs.
Now the city hall will have to make edits to the documents, which jeopardizes the timing: the spruce (16 meters high) should stand on the square by December 1.
