Volgograd residents learned when they can be released from liability for traffic violations
In some situations, motorists can only receive a verbal warning instead of a fine.

In Russia, drivers can be released from punishment for minor traffic violations, limiting themselves to verbal remarks. According to TASS, which refers to the press service of the Ministry of Internal Affairs of the Russian Federation, which responded to the request of the agency, such a decision can be made if the offense is considered insignificant.
If the administrative violation committed does not pose a serious threat to society, the authorities vested with authority, the judge or the official dealing with the case may relieve the violator of administrative responsibility by making only an oral comment. The Ministry of Internal Affairs explained that an act or omission that formally contains signs of an administrative offense is considered insignificant, but taking into account its specificity, the role of the violator, the harm caused and the severity of the consequences is not a significant attempt on public relations.
The Agency drew an analogy with part 2 of article 14 of the criminal code of the Russian Federation, according to which the act, formally having signs of a crime, but insignificant, is not recognized as such due to the absence of public danger.
