Yaroslavl hotels opposed the tourist tax in its current form
Representatives of the hotel business of the Yaroslavl region appealed to the regional authorities with a request to revise the conditions for the introduction of the tourist tax

Representatives of the hotel business of the Yaroslavl region appealed to the regional authorities with a request to revise the conditions for the introduction of the tourist tax. The collection should begin to operate from January 1, 2027. The appeal was sent to the Minister of Culture and Tourism Svetlana Kostyshina, the Chairman of the Regional Duma Mikhail Borovitsky and the head of the municipality Sergey Kalinin.
According to the established rules, the tax will be 3% of the cost of living, but not less than 100 rubles per day. It will be listed by hotels and hotels, calculating the amount based on revenue for accommodation without VAT. A separate payment for guests will not be the fee - it will be included in the room price. The regional authorities expect to receive more than 300 million rubles in 2027, which they plan to allocate to road infrastructure and social support.
Hoteliers believe that the additional financial burden could worsen the situation of the industry, which has already faced a decline in profitability. According to Marina Karpova, a representative of the regional branch of the Russian Hotel Association, in 2026 the tourist flow decreased amid economic difficulties, problems with the availability of fuel and threats of drone attacks. A particularly noticeable drop in hotel demand was noted during the May holidays. According to the association, the number of tourists decreased by 19.5% compared to last year, while the national average reduction was 11.1%.
Entrepreneurs propose to set a fixed fee and refuse its annual increase. Another controversial issue is the application of the tax to daily rental housing. According to representatives of the hotel business, the exemption of private apartment owners from similar payments creates unequal conditions for competition.
Governor Mikhail Evraev announced the introduction of a tourist tax from the beginning of 2027 on August 13. The regional government promised to prepare a response to the appeal of industry representatives.
