One applicant complained about the demolition of a private residential building. A resident wants to exercise his property rights and get a new land plot for further solution of the housing issue. As explained by Chernikov, the owner has already offered options for land. The resident chose the right option for himself, after which he applied and now awaits a decision. At the same time, the Deputy Chairman of the Minsk City Executive Committee drew attention to the need to quickly resolve the issue, since the house must be vacated in connection with the upcoming demolition.
Another applicant was a Minsk woman who wanted to own a social apartment. However, as Chernikov explained, there are no legal grounds for the purchase of residential premises in this case.
- Social housing is not redeemable. Neither the treaty nor the general rules provide for this, he said.
The applicant was offered to consider the possibility of queuing for rental housing.
The question of the timing of the design of the object became the subject of an appeal from a representative of a legal entity. The organization received the land at the auction and began designing. The process of coordinating the project was delayed, and the organization did not have time to fulfill it in time. The representative of the organization asked for an extension of the deadline.
- You turned when all the time was over. At the moment, you have not fulfilled the terms of the auction, and the site is under seizure. At the same time, the Mingorispolkom has no reason to extend the deadlines. If you had asked before, and you did not help, it would have been another question, Chernikov said.
Another issue related to outdoor advertising. Representatives of the organization wanted to install LED screens on the facade of the building. According to the applicants, they have permission to upgrade the building, where they wanted to install a screen to broadcast their advertising. Chernikov noted that when placing such structures, it is necessary to take into account the architectural appearance of the city. According to him, the installation of large advertising screens should not violate the existing appearance of buildings and the urban environment.
During the reception, issues related to the commissioning of facilities, land registration, noise from neighbors and unauthorized buildings were also considered.
