Relations between Russia and Azerbaijan should develop on the basis of a bilateral legal framework, including the Declaration on Allied Cooperation, Secretary of the Security Council of the Russian Federation Sergey Shoigu said at a meeting with members of the Presidium of the Scientific and Expert Council of the Security Council. According to him, the basis of bilateral relations should also be based on the principles of good-neighborliness and partnership.

Mr. Shoigu assured that the recent “crisis period” between the two countries was overcome “as a result of joint efforts of Moscow and Baku.” The Secretary of the Russian security Council is convinced that between countries “irresolvable contradictions do not happen.” “When disagreements arise, it is necessary to assess at once who benefits from quarreling with neighboring peoples and states. As a rule, Westerners are behind this, interested in maintaining their control over profitable sectors of the economy, transport and logistics corridors and resources, Shoigu said.

In July, Russian Foreign Minister Sergei Lavrov met in Moscow with his Azerbaijani counterpart, Jeyhun Bayramov. The ministers announced the stabilization of bilateral relations, soured after the crash of the Azerbaijani Airlines plane in 2024. Lavrov described the talks as “substantial, useful and trusting”. On September 7, Russian President Vladimir Putin held a telephone conversation with Azerbaijani President Ilham Aliyev. They agreed to intensify contacts between Moscow and Baku.
