The International Criminal Court, which has jurisdiction over war crimes and crimes against humanity, was established in 1998 under an international treaty adopted in Rome. Since Tajikistan has been a party to it since its inception, it is committed to complying with the judgments of the court.
In March 2023, the ICC issued an arrest warrant for Vladimir Putin and Maria Lvova-Belova, accusing them of a number of international crimes. At the same time, the secretariat of the court sent requests for their arrest to all States parties. However, in 2025, during Vladimir Putin’s state visit to Dushanbe, the country’s authorities refused to implement this decision. EU member states say Tajikistan has failed to meet its commitments.
