US President Donald Trump has signed a law that allows the introduction of duties of up to 100% on the goods of the largest buyers of Russian energy carriers.

In addition to imposing duties, the law gives the US president the right to directly impose sanctions against Russian officials, banks and ships of the “shadow fleet”. The same law extends U.S. sanctions against Iran until 2031.

The bill was drafted by Republican Senator Lindsey Graham. The lawmaker called the initiative "hellish sanctions." The document was first introduced on April 1, 2025. Initially, it was proposed to introduce duties of up to 500% on Russian goods and products of countries buying Russian energy. In the final version, the wording was softened.

“Like Graham in the clear sky.”.
