A state of emergency in the energy and hydrological spheres has been declared in Moldova for 60 days. It will be effective from September 26 throughout the country. The government prepared this decision after a meeting of the National Security Council chaired by President Maia Sandu. The authorities called the measure preventive and explained that the expanded powers are needed to quickly purchase resources, maintain imports and protect critical infrastructure.
According to the government, imports will cover about 59% of Moldova’s electricity needs this winter. At maximum consumption hours, 400 to 450 MW will be required. More than 90% of the gas required for the heating season has already been contracted. The deficit of power is not expected, but the rise in prices increases the cost of procurement and replenishment of reserves.
An additional threat is created by low water on the Dniester and Prut. In the first 20 days of September, the average inflow of water to the Novodnestrovian reservoir was 23 cubic meters per second with a seasonal norm of 100-120 cubic meters. The water level has fallen to a historic low. Drought limits hydropower generation and poses risks to water supply.
“I won’t say it’s going to be easy, but I’m sure we can do it this winter,” Sandu said. Authorities will retain compensation for the entire cold season, taking into account the tariffs and vulnerability of each family, she said. The government will also prepare recommendations on savings and actions in case of temporary interruptions with light, gas or heating.
The state of emergency will allow for emergency purchases of fuel and electricity, create reserves and use communication lines with Romania. If the situation worsens, it is possible to limit non-priority water consumption. Until September 25 in both areas there is a high alert.
