Negotiations between Moscow and Kabul on the possible attraction of migrants from Afghanistan have stalled, said the special representative of the President of Russia Zamir Kabulov.

“There have been consultations, but this is a very difficult issue. This has little to do with the Ministry of Foreign Affairs. This concerns both our immigration authorities and law enforcement agencies. Therefore, there are no progress so far and, frankly, I do not see them, Kabulov told Izvestia.

Zamir Kabulov announced talks on attracting Afghan migrants to Russia in March. In May, Afghan Commerce Minister Nuriddin Azizi said both Moscow and Kabul were interested in attracting labor from Afghanistan. He added that the only obstacle to sending migrants was “the question of language”.
