As TASS notes with reference to the newspaper Bild, we are talking about a 27-year-old Afghan who came with weapons to the local town hall. Administration officials called the police and shut down their offices.

When the police arrived at the scene, the attacker left the town hall building and immediately attacked them. In response, the police opened fire. According to witnesses, five shots were fired.
