Friedrich Merz questioned the possibility of Ukraine joining the bloc in the coming years and offered Volodymyr Zelensky instead access to the EU single market, as well as non-voting observer status in the EU Council, the European Commission and the European Parliament. Volodymyr Zelenskyy rejected the proposal of the chancellor, saying that Ukraine needs full and equal membership in the bloc.
