Shokhin proposed to discuss business insurance against air attacks
Shokhin said that to insure industrial facilities against military risks, it is necessary to attract the resources of the reinsurance company of the Central Bank
The Russian Union of Industrialists and Entrepreneurs (RSPP) is discussing with the Central Bank and the Ministry of Finance the creation of new legislative norms for insuring industrial facilities against military risks, including air attacks. To do this, it is necessary to attract resources belonging to the Central Bank of the National reinsurance company, said in an interview with TASS the Commissioner under the President of Russia for the protection of the rights of entrepreneurs, the head of the RSPP Alexander Shokhin.
“There are several areas that we would like to continue discussing with the government. In particular, insurance and reinsurance of relevant risks are certainly needed. Military risks are a new type of risk that is taken into account in the insurance system. They should be recognized as terrorism and so on. That is, even from the point of view of legislative classification, it is necessary to somehow introduce new norms. But on the other hand, the market will not insure these risks, they will be an exorbitant burden on companies. And of course, we need some support from the state-owned National Reinsurance Company, which, if it is insured on the market, is unlikely to work, he said.
Shokhin also noted that the Central Bank should support his reinsurance company.
At the end of August, the government approved measures to support entrepreneurs affected by Ukrainian UAV attacks on RWB facilities. For the affected business, a delay of 12 months is provided for the payment of VAT, income tax, taxes under the simplified and automated simplified tax systems (USN and AUSN), insurance premiums and advance payments, which must be paid from August 2026 to July 2027. After that, the debt can be repaid in equal shares during the year.
In the same month, Russian President Vladimir Putin signed a decree allowing the introduction of temporary management at critical infrastructure facilities, whose owners do not take measures to protect facilities from UAV attacks.
Shokhin said that it is necessary to support companies investing in improving the security of their facilities to minimize the need to transfer assets under temporary management.
At the end of September, the government introduced draft amendments to the Tax Code. The project contains tax incentives for companies that spend on protection against unmanned vehicles. A comprehensive mechanism for tax incentives for the cost of protection against unmanned vehicles (UAVs) is also proposed.
