Debts for housing and maintenance can reduce the chances of Russians on credit

Banks may be obliged to take into account overdue alimony, payments for utility services, communication services and other property obligations when assessing borrowers. Such proposals are contained in the draft guidelines for the development of the Russian financial market for 2027 and the period 2028-2029.

This is not about any delay in paying a utility receipt or alimony. The credit bureau plans to transfer information only about debts for which enforcement proceedings have already been initiated. Lenders, in turn, will have to include these obligations in the calculation of the debt burden of the client, write “Izvestia”.

The indicator of debt load, or PDN, reflects how much of the average monthly income a person directs to repay loans and loans. If other mandatory payments are added to the calculation, the value of the PDN will increase. This can reduce the amount of credit available, affect the interest rate, or lead to rejection if the bank considers issuing money too risky.

However, the debt on alimony or utilities will not become an unconditional basis for refusal. The bank will continue to make the final decision taking into account the borrower’s income, his credit history, the size of liabilities and his own risk requirements.

To implement the initiative, legislation will need to be changed. The corresponding bill on the transfer to the BKI of information on unfulfilled property obligations, the State Duma adopted in the first reading on February 26, 2026. The list may include debts for housing, utilities and communications, as well as alimony obligations.

At the same time, the Central Bank proposes to take into account when calculating PDN purchases in installments. From April 1, 2026, the operators of such services already transmit to the credit history bureau information about the debt of more than 50 thousand rubles from one client. The next step may be the obligation of banks to include payments under these contracts in the total financial burden of the borrower.

Separately, the regulator intends to work out rules for installments from developers. Now the bank may not have information that the buyer of the apartment regularly transfers money directly to the developer. As a result, the real load of the client is higher than what the creditor sees.

The Central Bank proposes to transfer information about such installments to the BKI. Settlements through a special bank account, limiting the installment period to three years after the house is commissioned and designing the built housing in the ownership of the buyer with the preservation of the pledge from the developer are also discussed.
