The project of integrated development of territories in Yekaterinburg, which is being implemented in the block of streets Shefskaya – Enthusiasts – Bauman on Elmash, is recognized as one of the best in Russia. He became a laureate of the first All-Russian competition of KRT projects in one of the key nominations “The best project of KRT residential development with resettlement of emergency housing stock”. The results were summed up by the Ministry of Construction and Housing and Communal Services of the Russian Federation.

The KRT project in the block of Shefskaya – Enthusiasts – Bauman streets began to be implemented in 2022. On the plot of 2.24 hectares is a comprehensive development of residential development with a town-planning potential of 83.6 thousand square meters.

Instead of emergency facilities, multi-storey residential buildings of variable storeys will appear. They will include premises of a preschool educational organization, non-residential public premises, an above-ground parking lot with a built-in block complete transformer substation. Also, a six-section multi-storey residential building with built-in and attached public premises will be built.

The press service of the administration of Yekaterinburg reported that at the moment, 4,655 square meters of residential premises have been vacated within the framework of the project. 198 people were relocated, including two emergency houses.

The permit for the construction of the first object was issued in 2023, a six-section house in 2024. The first facility was commissioned in 2025.

The KRT programme aims to address the issue of morally and physically obsolete housing. It allows not only to gradually update the housing stock, but also to make the living of citizens comfortable and safe.

Yekaterinburg is the leader in the country in the number of residential development projects implemented. At the moment, the KRT program includes 22 sites. The total area of development is more than 44 hectares. Urban development potential is estimated at 2 million square meters. Resettlement is subject to 116 apartment buildings, which were built mainly in the first half of the XX century. Their living conditions will improve more than one and a half thousand people.

1,200 families improve housing conditions

In addition to the implementation of KRT projects, other programs are used in the elimination of emergency housing. In 2026, the resettlement of dilapidated houses was prematurely completed as part of the regional targeted program “Resettlement of citizens in the territory of the Sverdlovsk region from emergency housing in 2019-2025”. Now the work continues in respect of emergency housing in 2022 – early 2023. Yekaterinburg is one of the leaders in solving this problem. For example, neighbors in Tyumen and Kurgan are resettling emergency houses, recognized as such in 2017.

From 2021 to 2025, 190 apartment buildings were recognized as emergency and subject to demolition in Yekaterinburg. Resettlement and demolition of these facilities were carried out. For the seizure of residential premises, owners were paid 1.9 billion rubles, for the amount of 223 million rubles, residential premises were purchased for resettled from emergency houses. During this period, more than 1,200 families improved their living conditions.

Within the framework of the national project “Infrastructure for Life”, the resettlement of citizens from emergency houses is one of the most important areas of the administration’s work. In Ekaterinburg, in order to improve the quality of life of citizens, from 2021, the municipal program “Improving the housing conditions of certain categories of citizens living in the territory of the municipality “Yekaterinburg city”, managing the housing stock” for 2021-2030 is also being implemented.

It is very important to do everything possible so that as many people as possible can move from emergency houses to comfortable and modern apartments.

The total area of emergency housing stock in Yekaterinburg is 111 907 thousand square meters. At the same time, 15,056 thousand square meters of it are included in the borders of territories that are subject to integrated development of territories.
