In Voronezh, the deputy director of the KBHA was charged with excess of powers in the amount of 5 billion rubles.
In Voronezh, Vladimir Koltsov, deputy general director of the Chemical Automatics Design Bureau, was taken into custody. The top manager is accused of exceeding official powers, which entailed serious consequences committed by a group of people. We are talking about agreements signed in 2021-2024 within the framework of the state defense order. According to the investigation, the company suffered damage in excess of 5 billion rubles. Koltsov has been in jail since mid-September, and on October 18 the court will decide on the extension of the preventive measure. He did not testify. This was reported by Kommersant-Chernozemye, citing its own sources.
The investigation is carried out by the investigative part on combating organized crime of the main department of the Ministry of Internal Affairs in the Voronezh region. The most severe punishment under the sane article is up to ten years in prison.
The charges are based on KBHA agreements with two contractors, Nagual Strutekh LLC and Garant-Stroy LLC. These organizations were to participate in the formation of a centralized production of balloons for rocket and space technology, as well as the combined production of liquid rocket engines for Soyuz carriers on the Voronezh site of the enterprise. Contractors received advances worth more than 5 billion rubles. But, according to the investigation, the executors from the very beginning were not going to work out contracts: actually completed work was only about 535 million rubles. KBHA unilaterally terminated the agreements, and the remaining funds, according to the security forces, the contractors spent at their discretion.
It was Koltsov who signed these contracts. According to the prosecution, the top manager gave the management false information about the progress of work, deliberately keeping silent about the failure of deadlines. The motive attributed to him by the investigation is the desire to hide his own inaction and incompetence, to evade disciplinary responsibility, to form the appearance of a successful performance of duties and to embellish the real state of affairs in the units entrusted to him.
