Fake business plan cost a poor man from Shchekino 200 thousand rubles

The Shchekinsky Interdistrict Court fined a local resident 200 thousand rubles for fraud when receiving a social payment for starting a business. The man received from the state 350 thousand rubles, but spent them for other purposes, told “MK in Tula” in the objected press service of the courts and the local police.

As it turned out during the proceedings, in January 2023, the man learned about the possibility of receiving 350 thousand rubles under a social contract for low-income citizens planning to do business. However, he did not belong to this category and did not intend to fulfill the terms of the agreement.

From 25 to 27 January 2023, the man applied for payment. In February, he submitted to the Department of Social Protection of the Population in Shchekino documents on the status of the poor, a business plan for the provision of massage services and an estimate of expenses for 350 thousand rubles. At the interview, he confirmed his intention to engage in entrepreneurship, hiding information about unofficial income.

On February 20, 2023, a social contract was signed with him, and money was received on March 1. On them, the man had to purchase equipment and materials for business, but disposed of the funds at his discretion and provided false information about doing business. The damage to the Department of social protection amounted to 350 thousand rubles.

The defendant pleaded guilty and made full reparation. On October 14, 2026, the court found him guilty under part 3 of Article 159.2 of the Criminal Code of the Russian Federation and imposed a fine of 200 thousand rubles. Subscription about not leaving and proper behavior remained unchanged. The sentence has not yet entered into force and can be appealed.
