The Investigative Department of the UCK in the Mogilev region established the circumstances of the death of an 18-year-old candidate for employment, fatally injured.

The Investigative Department of the UCK in the Mogilev region established the circumstances of the death of an 18-year-old candidate for employment, fatally injured while performing work on the attraction “Salto” in the park of the city of Mogilev. This was reported in the press service of the UK, writes sb.by.

The tragedy occurred on the afternoon of May 1. The young man carried out work on the management and operation of the attraction, without having the necessary admission and training.
During the preliminary investigation, a significant set of investigative and procedural actions was carried out to establish all the circumstances of the incident. Numerous witnesses were questioned, including park workers, visitors, officials of the organization of recreation and entertainment. Face-to-face bets were held, which allowed to eliminate contradictions in the testimony and restore the objective picture of events.
The investigator studied in detail and analyzed the seized documentation: orders, job descriptions, briefing logs, documents on admission to work and labor protection, as well as technical documentation for the Salto attraction. The conclusions of the special investigation of the accident conducted by the Mogilev Regional Department of the State Labor Inspectorate of the Ministry of Labor and Social Protection of the Republic of Belarus were also significant.
Based on the totality of evidence, a causal relationship between the violations committed and the ensuing consequences was established.
The investigation established that the responsibility for the violations lies with the 25-year-old head of the amusement park. As an official responsible for compliance with safety and health requirements at the park facilities, she independently admitted an 18-year-old candidate for employment. The young man performed duties at a potentially dangerous facility without concluding an employment or civil law contract, checking knowledge on industrial safety and labor protection, medical examination, training, internship and initial briefing, the Investigative Committee noted.
Lack of training led to the fact that the young man managed the attraction “Salto”, not having the skills to safely perform work. At the end of the working cycle, he did not set the balancer with the carousel on the retainer before removing safety devices from passengers, violating safety requirements. At the time of disembarkation, there was a spontaneous movement of the balancer caused by the displacement of the cargo. The young man suffered a fatal head injury and died on the spot.
According to the results of the investigation, the 25-year-old head of the amusement park was charged under Part 2 of Article 306 (violation of safety rules and other labor protection rules by an official responsible for their observance, resulting in the death of a person by negligence) of the Criminal Code of the Republic of Belarus. A preventive measure was applied against her in the form of a subscription not to leave and proper behavior.
The investigator made a proposal to the higher organization to eliminate violations of the law, the causes and conditions that contributed to the commission of the crime.
