Human rights activists have proposed new ways to prevent juvenile crime
Human rights defenders, including the authors of these lines, proposed to place teenagers who are suspected of preparing to commit serious, especially grave crimes, not in pre-trial detention centers, but in temporary detention centers at the Ministry of Internal Affairs

To date, only those teenagers who committed a criminal act before reaching the age of criminal responsibility are sent to the centers. If the teenager has already reached this age, then he is sent immediately to the SIZO, initiating a criminal case. Human rights activists are suggesting that law enforcement agencies change the prevention system. In the case when law enforcement officers have a suspicion that a teenager may be involved in illegal activities, it is recommended not to wait until he takes steps that will immediately qualify as preparation for a crime or already committing a crime. Teenager could be pulled out of this story and, by placing in the Center for temporary detention of minors, to carry out preventive work there. However, this will require a review of the overall system of prevention of crimes among minors.
Human rights activists insist that this is urgently needed, otherwise the pre-trial detention centers will continue to be filled with teenagers, and there will be a serious increase in the number of minors in places of forced detention.
