Conditional term was replaced by a colony: the former head of the settlement in Kuban will be sent to prison

The former head of the Black Sea settlement of the Seversky district Vladimir Zhigulin was sentenced to 2 years and 3 months in a general regime colony. Earlier, he received a suspended sentence for signing documents on payment for works that the contractor actually did not perform, the press service of the Prosecutor’s Office of the Krasnodar Territory reported.

The violation occurred in December 2023. In June 2025, the Seversky District Court found Zhigulin guilty of abuse of office and sentenced him to 3 years of probation. In addition, he was banned for 2 years to hold positions and engage in activities related to organizational, administrative and administrative powers in budgetary organizations and institutions.

The prosecutor's office appealed the verdict, considering the punishment too lenient. In October 2025, the Krasnodar regional court agreed with these arguments and canceled the conditional conviction.

In February 2026, the Fourth Court of Cassation of General Jurisdiction overturned earlier court decisions and sent the case for a new hearing to the Seversky District Court in a different composition. In particular, it was necessary to decide on the appointment of additional punishment.

On re-examination, Zhigulin fully admitted guilt and repented. Taking into account the position of the prosecutor's office, the court appointed him 2 years and 3 months of imprisonment in a general regime colony, and also prohibited him from holding positions in the civil service and in local self-government bodies related to the performance of the functions of a representative of the authorities for 2 years.

Earlier, the first vice-governor of Kuban Galas was required to seize property worth more than 970 million rubles.
