Volgograd drivers without rights can toughen punishment
Volgograd drivers driving without a license face a twofold increase in fines.

The Russian government submitted to the State Duma a bill that not only multiplied financial responsibility for this violation, but also introduced a new sanction for relapse, and also canceled the possibility of quick payment at a discount.
According to the document, the basic fine for driving without a driver's license will increase from the current 5-15 thousand rubles to 15-30,000 rubles. For repeated violation will have to pay even more – from 30 to 50 thousand rubles.
Moreover, for such violations, the previously applied 25% discount on payment within the first 30 days will no longer apply.
The explanatory note to the bill states that the existing amount of fines is not a deterrent for violators – last year alone, the number of offenses committed by drivers without a license increased by 12.3%. At the same time, according to statistics, every eighth of the accidents provoked by them ends in death.
Also an omission is the absence of increased administrative responsibility for repeated driving without a driver's license.
“The absence of a special norm in the Administrative Code does not allow applying stricter administrative measures to malicious violators,” the document says. Such regulation allows a person to repeatedly drive a vehicle without such a right, neglecting the value of life of citizens and their safety, which devalues the actions of public authorities to strengthen the rule of law and prevent socially dangerous actions committed by these persons.
The bill has already been registered in the State Duma and sent for a comprehensive analysis to the Duma Committee on Criminal and Administrative Legislation.
