The initiative was made by senators Andrei Kutepov, Igor Treskov and Alexander Shokhin. The document was published on October 2.
The authors proposed to send notifications to the owners of plots, information about the location of the boundaries of which is not in the Unified State Register of Real Estate (EGRN) or require clarification.
Rosreestr will also have to inform about the need to register the rights to buildings, structures and objects of unfinished construction or determine the coordinates of their contours, if the relevant information is not in the USRN.
Extract from the USRN is the main document confirming the ownership of a particular property - an apartment, a house, a garage, a garden plot. It reflects the characteristics of real estate, information about the owner, the presence or absence of restrictions on rights and encumbrances in the object.
The extract is necessary when conducting real estate transactions, when making a pledge, challenging transactions in court, opening an inheritance and making a will.
In the explanatory note, the senators noted that from March 1, 2025, transactions with land plots without exact borders are prohibited, but owners can learn about their absence only when making a transaction.
A similar notification mechanism was proposed for buildings whose operation is prohibited from the same date in the absence of registered rights.
The government supported the bill subject to its revision. In particular, the Cabinet proposed to provide for the possibility to refuse notifications in the personal account on “State Services”, as well as to determine the form and format of such messages.
The adoption of the bill will not require additional costs from the federal budget. If adopted, the law will enter into force on the date of official publication.
Earlier, a law was adopted, which from March 1, 2026 will change the rules for determining the types of permitted use of land. VRI will be determined taking into account the rules established for the territory. The law also establishes the procedure for its change and the cases when the site can be used regardless of the type of permitted use.
