They were found guilty of providing services that did not meet safety requirements and caused the death of people by negligence (Part 3 of Art. 238 of the Criminal Code).
The court also found the owner of the apartment, in the premises of which the explosion occurred, guilty of causing death by negligence (part 3 of Art. 109 of the Criminal Code) and sentenced her to three years of imprisonment. For certain episodes related to careless damage to property and harm to health, all the defendants were released from punishment due to the expiration of the statute of limitations.
The explosion occurred in a residential building on Siberian street in Nizhny Tagil on August 1, 2024. As a result, the first and second entrances of the house collapsed. 11 people were killed, another 12 were injured of varying severity.
The court found that in June 2024, employees of the gas service committed violations of safety requirements in the maintenance of gas equipment. Thus, the work was carried out without the necessary control, the envisaged inspections of the integrity of the equipment and the presence of traction in the ventilation channels were not carried out.
One of the locksmiths also pressed the pipeline, although such work required compliance with established rules. The master who was responsible for the organization and control of the works was not present at the site, but later signed a document on their implementation in full.
“In addition, the court found that the gas hose in the apartment was placed in the wall, which prevented its visual control. The totality of violations committed was in a causal relationship with the explosion and its consequences, the statement said.
