The Prosecutor’s Office of the Stavropol Territory appealed to the court with a demand to turn into state income real estate, cars, income from the sale of land, entrepreneurial profit and income of the company “Specialized Developer” for 1.345 billion rubles associated with the former Deputy Head of the Ministry of Internal Affairs of Russia in the Stavropol Territory Vitaly Chentsov. The defendants also indicated his wife Yulia Chentsova, as well as a former subordinate Yuri Pisarev and his relatives, told RBC two sources familiar with the materials of the claim.

As third parties involved large retailers and tenants of commercial real estate defendants, including JSC “Tander” (network “Magnit”), LLC “Agrotorg”, LLC “Family pharmacy “April”, LLC “Smart retail”, LLC “Prestige”.

Vitaly Chentsov served in the internal affairs bodies in 2001-2021, he held the post of deputy head of the Ministry of Internal Affairs for Stavropol in 2013-2021. According to the supervisory authority, he organized a scheme for registration of property acquired on unconfirmed income for close relatives. His confirmed income for 2010-2022 amounted to 14.67 million rubles, found the Prosecutor’s office, told sources RBC.

One of the key roles in this scheme belonged to Yuri Pisarev (brother of Yulia Chentsova). He served in the internal affairs bodies from 2004 to 2016, including was a direct subordinate of Chentsov. During his service, his income did not exceed 4.37 million rubles, but his total income for 2010-2022 reached 382.46 million rubles. Pisarev became the head and founder of LLC "Specialized developer "Comfort Stroy", which in 2021-2022 attracted 263.7 million rubles. funds of shareholders, the interlocutors of RBC note with reference to the materials of the claim.

The initial capital of Pisarev, according to the materials of the case, is associated with the corrupt actions of Chentsov in the investigation of the criminal case against PKF Keramzit LLC, the sources said. In November 2019, a case was opened on the fact of non-fulfillment of obligations by the company to the administration of Stavropol for more than 632 million rubles. During the investigation, the former head of Stavropol Ivan Tymoshenko (held the post in 2001-2002), who owned land plots on which Keramzit was supposed to build a road, was under suspicion.

In May 2020, Tymoshenko was searched, but in July of the same year the criminal prosecution against the former mayor was discontinued. Immediately after that, as the Prosecutor General’s Office found out, Tymshenko sold Pisarev and another defendant a land plot for 626.1 million rubles. However, in fact, buyers were paid only 141 million rubles. The prosecutor’s office regards the understatement of the price as a form of bribe to Chentsov for the termination of criminal prosecution. In addition, Pisarev gratuitously received from Keramzit four more land plots worth 118.4 million rubles.

The Stavropol prosecutor’s office demanded to turn the property registered to Pisarev into state income: 290 land plots and 15 premises acquired in 2020-2025, including shares in non-residential premises in Stavropol and Mikhailovsk, as well as a large plot of 894,438 square meters. His cars: Mercedes-Benz S-Class, BMW X7 and BMW X6.

Yulia Chentsova’s prosecutor’s office demands the seizure of 11 premises, four land plots with a total area of 5,177 square meters, two car seats, including on the Black Sea coast; Mercedes-Benz GLS and BMW X7. In Evgenia Pisareva, the supervisory authority requires the seizure of eight premises and four land plots.

Also in the lawsuit, the prosecutor’s office demands to turn into income of the treasury the entrepreneurial income of Chentsov, Pisarev and their wives. This, in particular, the proceeds from the sale of 642 plots by Pisarev, 17 plots by Chentsov and 220 plots by Tatiana Pisareva, as well as the income of SZ Comfort Stroy LLC, sources told RBC.

The Prosecutor’s office separately indicates that among the controversial objects – a residential building with an area of more than 500 square meters. m in Sochi, commercial and residential real estate, as well as built and sold cottage village “New Village” in Stavropol.

The defendants in the lawsuit, the Prosecutor’s office also asks to recover income from entrepreneurial activity: Pisarev – 518,179 million rubles, Chentsov 57,295 million rubles, Chentsova – 11,39 million rubles, Evgenia Pisareva – 18.5 million rubles, Tatiana Pisareva – 21,08 million rubles.

A preliminary hearing on the claim is scheduled for November 2.
